Workforce Policies

'Once for Scotland' Workforce Policies Programme

The workforce policies have been developed to be used consistently throughout the NHS in Scotland. There will be no local variation from the policies, as these apply to all our Boards.

The 'Once for Scotland' Workforce Policies Programme is designed to review and transform existing workforce policies (previously known as Partnership Information Network (PIN) Policies) in line with our vision:

'Once for Scotland Workforce policies will promote NHSScotland as a modern, exemplar employer; showcasing our core values, and promoting consistent employment policy and practice that supports the implementation of the Staff Governance Standard and effective recruitment and retention.'

Phase 1

The first phase of the programme addresses the 'foundation' policies:

Phase 2

This phase of the programme included 'supporting work life balance' policies:

  • Adoption, Fostering and Kinship
  • Breastfeeding
  • Career Break
  • Flexible Work Location
  • Flexible Work Pattern
  • Maternity
  • New Parent Support
  • Parental Leave
  • Retirement
  • Shared Maternity and Shared Adoption
  • Special Leave

Phase 2.2

Phase 2.2 included 'equalities', 'employment contract', and additional 'foundation' policies:

  • Facilities Arrangements for Trade Unions and Professional Organisations
  • Gender-based Violence
  • Employment Checks
  • Fixed-term Contract
  • Personal Development Planning and Performance Review
  • Redeployment
  • Secondment

Phase 3

Phase 3 focused on 'managing health at work' policies:

  • Adverse Weather
  • Alcohol and Other Substances
  • Control of Substances Hazardous to Health (COSHH)
  • Lone Working
  • Manual Handling
  • Menopause and Menstrual Health
  • Smoking and Vaping
  • Work-related Driving
  • Work-related Stress
  • Work-related Violence and Aggression

These policies and associated supporting documents have been developed through a dynamic, interactive engagement process. Agreed in partnership between NHS Scotland employers, trade unions and the Scottish Government, they set the standard that our boards must follow.
