Overview of chart structure
Chart begins when an employee requests a secondment. Then the manager is asked if they agree to the request.
If the manager does not agree to the request, they meet with the employee to discuss the decision. Their reasons for not agreeing to the request are then confirmed in writing. If the employee chooses to appeal, the process is managed in line with the Formal hearing guide. Otherwise, the process ends.
If the manager does agree to the secondment request, but the application is unsuccessful, the process ends. If the application is successful, a Secondment agreement is completed.
The secondment is reviewed in advance of the end date. If there is no request to change the end date, the process ends. If there is a request to change the end date, the reason for the request must be confirmed.
If the request is to extend the secondment, the releasing manager receives a secondment extension request. If agreed, the secondment is extended, and the process ends. If not agreed, the releasing manager meets with the employee to provide reasons.
If the employee wants to continue in the seconded role on a fixed-term basis, the flow links with the Fixed-term Contract Policy. The Secondment Policy process ends. Otherwise, the employee returns to their substantive post, and the process ends.
If the request to change the end date is not due to ending the secondment early, the process ends. Otherwise, the person who made the request needs to be confirmed. There are 3 options:
- releasing manager
- receiving manager
- employee
If the releasing manager requests to end the secondment early, they discuss it with the receiving manager and employee, providing the reasons and confirming the agreed notice period.
If the receiving manager requests to end the secondment early, they discuss it with the releasing manager. Then, the releasing manager and employee discuss and agree on the terms of the employee’s return to their substantive post. The process ends.
If the employee requests to end the secondment early, they have a discussion with the receiving manager to explore reasons and possible adjustments. If the employee chooses to continue with the secondment, the process ends.
If the employee does not want to continue with the secondment, they discuss options for returning to their substantive post with the releasing manager. The employee then gives both the receiving and releasing managers the agreed notice. The process then ends.

If the answer is no to the question, does the employee wish to continue in secondment post on a fixed-term contract basis, then employee returns to substantive role. Then the process ends.
If the answer is no to the question, is there a request to change the end date, then the question is asked, is the request for ending the secondment early?
If the answer is no to the question, is the request for ending the secondment early, then the process ends.
If the answer is yes to the question, is the request for ending the secondment early, then the question is asked, is request from releasing manager?
If the answer is yes to the question, is request from releasing manager, then releasing manager discusses with receiving manager and employee providing reasons and confirms agreed notice. Then the process ends.
